Two cheers for Barack Obama

Barack Obama’s presidency was always bound to be something of a disappointment. Few presidents can have entered office with such great expectations, not least because of what went before him.

Indeed, when we try to make sense of the significance of Obama’s term in office, we need to remember the truly appalling legacy he inherited from his predecessor.

Not only did George W Bush begin an entirely unnecessary and disastrous conflict in the Middle East – the consequences of which continue to destabilise the region to this day – but he also helped trigger a major economic crisis that threatened to bring down the international banking system.

The massive spending – and deficits – required by Bush’s ruinously expensive war in Iraq contributed to America’s economic problems. But the efforts of the Bush administration to wind back a painstakingly constructed, largely effective, regulatory framework that exercised some degree of control over the banking system and its self-destructive pathologies was another entirely avoidable incidence of self-harm on an epic scale.

The first thing Obama had to do on taking office, therefore, was to stop the international financial sector from falling off a cliff and prevent icons of American manufacturing like General Motors from going bust.

The fact that the sky didn’t fall in tends to be forgotten or wilfully ignored by Obama’s growing army of critics. If he did nothing else, though, staving off the world’s second Great Depression looks pretty good on the CV.

He might have done much more if he hadn’t been so initially bogged down with cleaning up someone else’s mess, not to mention dealing with a hostile, ideologically recalcitrant Congress that remained implacably opposed to everything he did. Whatever else the Trump presidency has to deal with, the domestic institutional roadblocks should be easier to navigate.

That Obama managed to get his signature healthcare reforms through Congress is a minor miracle, although one that is likely to rapidly dismantled on ideological grounds – not to mention the fact that “big pharma” will be enthusiastically backing its repeal.

Bizarrely, some of the people who actually benefit most from Obamacare – poor, white and working class – are also the most hostile to Obama and his “socialist” policies.

It is testimony to just how difficult it is to have a rational, much less an informed, debate about key elements of public policy in the US that such counter-intuitive outcomes are possible.

It is not necessary to be a conspiracy theorist or even a critical Marxist to recognise that there’s something odd, rather sad and deeply troubling about people voting against people and policies from which they might have been the principal beneficiaries.

Sadly, the domestic agenda, disappointing as it has been in many ways, was arguably Obama’s strong suit.

Critics argue that procrastination and an unwillingness to use America’s undoubted military might decisively has made the situation in the Middle East even worse. Red lines were crossed by the likes of Bashar al-Assad with no consequences, something that encouraged Vladimir Putin and Xi Jinping to test America’s commitment to maintaining its primacy, the arguments go.

Perhaps so. And yet, “don’t do stupid stuff” is not the worst strategic doctrine the world has ever seen. Indeed, when contrasted with Bush in particular, it looks entirely reasonable and in keeping with a highly complex and unstable international order that defies quick fixes.

More pointedly, we actually know what happens when American administrations are determined to do stupid stuff, no matter how implausible such a strategy may be.

If we’ve collectively learned anything over the course of the last few decades – indeed, the last few millennia – it ought to be that wars are a lot easier to start than they are to finish. They generally don’t have happy endings either.

Perhaps a few carefully calibrated surgical strikes would have made a difference in Syria, but the record of American intervention over recent years is not encouraging. The motto “if you break it you own it” is worth keeping in mind.

We will soon have the opportunity to compare and contrast Obama’s presidency with someone who is altogether more impulsive and apparently determined to act decisively.

Whether the Hulk is preferable to Hamlet we shall have to wait and see. But that we came through one of the more troubled periods in recent history more or less in one piece is perhaps as much as “we” – privileged denizens of what’s left of the Western world – can hope for.

Donald Trump may rapidly discover that there are no tweet-sized solutions to the world’s problems. Winston Churchill’s famous aphorism may prove alarmingly prescient:

Americans can always be counted on to do the right thing, but only after they have exhausted all other possibilities.

Obama’s great attribute was that he recognised in advance how dangerous and counterproductive certain actions could be. There is absolutely no guarantee that his successor does. The Obama presidency may yet go down as a relatively sane and sober period bookended by the two worst presidents in American history.

Rex Tillerson and the new transnational oligarchy

If it weren’t quite so serious it would be funny. A man who styles himself as a champion of the common people, who he claims have been shamefully neglected by out-of-touch, uncaring elites, plans to stuff his cabinet with billionaires.

The nomination of Rex Tillerson, chief executive of ExxonMobil, as America’s next secretary of state is the culmination of an alarming pattern that threatens to overturn the postwar international order and entrench an unelected oligarchy with no record of – or obvious interest in – public service.

Even those of us who feared the worst from a Trump presidency have been astounded by a series of changes that for once merit the adjective seismic. At least Tillerson, whose name is only familiar to those who read the business section of the papers, is not a former general. Trump’s first cabinet will look slightly less like a military junta as a consequence.

Tillerson has no experience of international diplomacy of the conventional sort. This is not to say he’s not well-connected, though. Among his friends and business associates is none other than Vladimir Putin. Given the CIA thinks Russian skullduggery tried to influence the recent US election, one might think this would immediately disqualify Tillerson for this office – or any other government position for that matter.

Perhaps it will. Even some prominent Republicans like John McCain and Marco Rubio have cast doubts on his qualifications and credibility, so it’s possible Tillerson won’t get through what is likely to be a bruising confirmation hearing.

But, then again, he just might. No-one thought Donald Trump would become president, after all, so why should we be surprised if another “decisive dealmaker with unparalleled business experience” becomes America’s foreign minister? Trump has done his bit by dismissing criticism of Russia and suggesting the CIA is partisan and incompetent.

Without wanting to sound too alarmist and conspiratorial – although what passes for political reality these days needs little embellishment in that regard – are we about to see a remarkable coming together of transnational business interests?

This may not be as fanciful as it might seem. Tillerson already has a well-established and mutually beneficial business relationship with the Russian government. His putative boss has extensive global business interests, which he is likely to “leverage” via the presidency.

Call me old-fashioned, but this is starting to look a bit like the emergence of what the Marxists used to call a global ruling class.

The great irony of the Trump presidency may be to unambiguously confirm what some of us have long suspected: that global elites have far more in common with each other than they do with the people of the countries they come from and sometimes claim to represent. It is striking that Xi Jinping is off to Davos to hobnob with the global plutocracy for the first time next year, for example.

This is not so surprising. The billionaires who make up China’s rising capitalist class also have more in common with their counterparts in the West – their membership of the Communist Party notwithstanding. The sort of “transactional approach” to international politics that team Trump seems to be intent on developing might suit China’s authoritarian oligarchs just as well as it does Russia’s.

This might give ideas about the pacifying impact of economic interdependence a real shot in the arm, but not in the way we imagined. Why would global elites want to go to war when they can come to some sort of mutually agreeable – and enriching – deal?

The other great potential advantage of the Trump presidency from the perspective of global business elites is that a little authoritarian transnational co-operation might be able to put a stop to all this endless bleating about human rights and democracy. Surely Trump can make a deal with the Chinese over the status of Taiwan and Hong Kong, too, for that matter?

Fanciful and absurd, right? I certainly hope so.

And yet when democracy is in retreat or under intense pressure around the world, and when the incoming US government shows little interest in providing leadership, much less a plausible role model for the rest of the world, even the improbable needs to be considered.

The absence of democracy is no impediment to economic development and wealth creation, as China so vividly demonstrates. Dealing effectively with unpleasant autocrats with no respect for human rights may not be so difficult with practical types like Trump and Tillerson in charge.

After all, if you can’t beat them …

Farewell Fidel: Castro dies aged 90

20th-century political icons don’t get much bigger than Fidel Castro. His death will reignite many important and still-unresolved debates about his particular place in history, and about the revolutionary ideas he seemed to epitomise.

For many of my generation, he retained a special place in our collective imagination, however undeserved it may have been in reality. The hopelessly corrupt regime that he, and his even more glamorous co-conspirator Che Guevara, overthrew was the quintessential banana republic. Causes don’t get much more worthy either, it seemed.

The parasitic regime of Fulgencio Batista provided a convenient playground for dissolute Americans escaping the cloying morality of the United States in the 1950s. From the little we knew about Cuba then, Fidel looked to be unambiguously on the right side of history. But this is not the way he will be remembered.

Unlike Che, Fidel lived long enough to see his legacy tarnished, his model overturned, and even relations with his arch-enemy normalised. In such circumstances, the very real achievements of the Castro regime are likely to be forgotten.

The reality is, though, that a dirt-poor third-world country managed to create a very credible medical and education system. True, there may have been some doubts about the curriculum, but key social indicators compared well with other states in the region. As iconoclastic film director Michael Moore took delight in pointing out, Cuba’s medical system was in many ways better than that of the US itself.

Not bad for a country that has laboured under American economic sanctions for more than half a century. Australia might have struggled under such circumstances, too, and we’re the other side of the planet with some formidable domestic advantages. How much more remarkable that the Cubans actually did as well as they have.

It’s not hard to see why the US loathed Castro and mounted a – at times, comical – series of efforts to assassinate or overthrow him. The abortive, CIA-sponsored Bay of Pigs invasion in 1961, which ended in humiliation for the US, only reinforced Castro’s position and aura among his own people and some of his more starry-eyed foreign admirers.

Even the Cuban Missile Crisis of 1962, in which the US and the Soviet Union came to the brink of nuclear war over the latter’s attempts to place ballistic missiles on Cuban soil, did not dislodge Fidel. It did cement his reputation as the most irritating and enduring affront to American hegemony in the region the US considered its own, however.

In what may prove to have been the last gasp of revolutionary idealism in Latin America, and possibly the world, the so-called Pink Tide that swept through the region in the 1990s and 2000s looked as if it might present yet another challenge to American dominance and the political and economic order it represented.

A succession of leftist leaders in Latin America have come, gone or – in the case of Hugo Chavez’s successor in Venezuela, Nicolas Maduro – look to be on their way out. Even in Brazil, former president Lula da Silva’s legacy has been fatally undermined by a major corruption scandal and the dismal performance of the Brazilian economy of late.

Paradoxically enough, however, Cuba’s future might actually be brighter than some of its counterparts in South America. No-one can predict what the incoming Trump regime may do in this context (or any other), but if Fidel’s brother Raul continues to liberalise the economy and improve relations with Cuba’s giant neighbour, it may benefit from much needed inflows of investment and tourists.

Given that we would be pretty much back where we started before Fidel launched the revolution this would be another historical irony. It also begs questions about the ability of “great men of history” to make an enduring difference, and about their long-term legacies.

We now know Mao Zedong was a megalomaniacal monster, despite the popularity of his little Red Book in the heady era of the 1960s. There aren’t too many communists in China these days either, and no-one is planning a return to central planning.

Fidel Castro is consequently an anachronism and symbol of a particular time and place. Socialism remains a dazzlingly attractive idea in theory. Even its biggest admirers would have to concede that the practice hasn’t worked out quite as well.

What Robert Michels famously described as the “iron law of oligarchy” looks more apposite and persuasive than ever, and not just in putative banana republics. The rise of nationalism north of the border provides a sobering illustration of the difficulty of even talking about progressive change in a way that actually resonates with “the masses”, as we used to know them.

As Fidel’s life and times reminds us, actually doing anything transformative about repression and inequality looks as difficult and unlikely as it has ever been.

Trump’s America: the irresponsible stakeholder?

How times change. A decade or so ago, former World Bank president and deputy secretary of state Robert Zoellick suggested to China that it needed to become a “responsible stakeholder”. Even at the time this advice looked slightly condescending and patronising. Now it looks bizarrely out of kilter with a rapidly evolving international order.

In the twilight of the Obama administration, Xi Jinping is the most important leader at the current APEC summit in Peru. His keynote speech in support of trade liberalisation means he is also the current standard-bearer for continuing economic integration and the sorts of institutions that are supposed to facilitate it.

Until recently the conventional wisdom had it that only the benign dominance of the US could underpin the sort of rules-based system that is thought to distinguish an effective international order. The imminent inauguration of Donald Trump threatens to permanently overturn such assumptions, not to mention the international status quo itself.

Not only is Trump seemingly no admirer of the existing array of international institutions, but his actions and mooted policies are also likely to fatally undermine whatever remains of American authority and soft power. China, on the other hand, may be about to start playing the sort of stabilising role as a “good international citizen” that many believed a uniquely American responsibility.

In one of the more striking manifestations of this role reversal, China has urged the putative Trump administration to honour its Paris Accord commitments to climate change mitigation. The fact that it is almost certain that a pro-fossil-fuel Trump administration almost certainly won’t is less significant – in the short term, at least – than the fact that China probably will.

China may be assuming the role as defender of the prevailing international order. This is not only a remarkable transformation in the roles of the US and China, but it also poses challenges for their respective friends and possible foes alike. The key question for the countries of East Asia generally and Australia in particular is: which of the rival great powers is most likely to actually preserve the existing international order on which they have come to rely?

Given the procession of Southeast Asian leaders making their way to Beijing to pay their respects, it is clear which way some regional leaders think the winds of diplomatic influence are blowing. Plainly, some of Asia’s more authoritarian regimes may have compelling short-term reasons to favour a more politically and ideologically accommodating China over the US.

China’s evident goal of reassuming its historically dominant role in East Asia may be dramatically accelerated by a Trump presidency. A paradoxical outcome, perhaps, but less surprising and outlandish than it may seem to some in Australia and the US.

On the contrary, it has been persuasively argued that when China has been strong the region of which it is the most important part has generally been stable. Only when China has been weak has the region descended into turmoil.

If this idea holds true for the contemporary era the implication is equally clear and potentially discomfiting for policymakers in Canberra: the rise of China may not be as destabilising for the region as some – especially in the US – claim. China might even provide the sort of stability that was formerly associated with the US – despite the latter’s prominent role in the Korean and Vietnam wars.

Indeed, it is important to remember – as many in China do – that China’s geopolitical track record compares rather favourably with that of the US. Historically it hasn’t been an expansionary power and it has been involved in far fewer recent wars than America has.

None of this is cause for complacency, as China’s actions in the South China Sea remind us. But if the countries most directly affected by China’s assertive policies are apparently shifting their positions and possibly even their alliances, this could make high-profile strategic gestures from Australia ineffective and contrary to our notional national interest.

More importantly from an Australian perspective, if China really does begin to underpin rather than undermine the existing regional order it might actually be in Australia’s interest not to oppose Chinese diplomacy quite so vigorously.

Such a proposition is an unthinkable heresy for most of Australia’s strategic and policymaking elites. But why would Australia want to uncritically align itself with a foreign power that may, by intention or neglect, undermine the current international order? It really does make a difference who is in power in other countries, even those upon which we have come to depend so heavily.

Precisely the same logic applies to China, too. Xi Jinping is an increasingly assertive and authoritarian figure who is directly implicated in China’s recent strategic policies.

All the more reason, therefore, that Australian policymakers should attempt to develop genuinely independent positions on critical issues, such as the growing tensions in the South China Sea or the role of the international institutions that attempt to maintain strategic stability and economic openness.

The region and the world are changing rapidly. Policy ought to reflect contemporary geopolitical realities, not anachronistic shibboleths. As Keynes famously observed, when the facts change we may need to change our minds, too – however difficult that may be for some of our leaders and policymakers.

Trump the demagogue looks set to rule

As political earthquakes go, they don’t get much more seismic or unexpected. All of the pointy-heads who have been assuring us for weeks that Trump couldn’t possibly win have been proved spectacularly wrong once again – just as they were with Brexit.

That’s the problem with democracies: the punters don’t always do what they’re supposed to do. We may have to live with the consequences of this decision for the next four years – always supposing President Trump doesn’t start World War 3 or suspend the “corrupt” democratic process in the United States in the interest of stability and national security, of course.

That’s an attempt at gallows humour – I think. The reality is though, that nothing can actually be ruled out from a man who is entirely unpredictable, and a long way from the sort of “rational actor” we like to think make the decisions that shape international politics.

This might be a problem in any country. We have become accustomed to Western political pundits making condescending remarks about the rise of populist strong men leaders in places like Russia, Turkey, the Philippines and – most consequentially – China. But when the most powerful country in the world elects a racist, misogynist, bully with little understanding of or interest in complex domestic or foreign policies, we’re all affected.

Part of the complacency about Trump flows from the fact that so many believe that “we” are far too sophisticated and steeped in democratic traditions for a Putinesque demagogue to emerge in the heartlands of liberal democracy. But the tough guys are back with a vengeance, and America – and the world – may have to deal with their very own proto-fascist.

Interestingly, I’ve just done an informal poll of Russian students in Vladivostok, where I’m currently teaching, and the majority welcome a Trump win. They don’t trust Clinton and tend to judge outcomes from a narrowly instrumental nationalist perspective. Such attitudes may become increasingly prevalent.

Indeed, the idea that the United States will any longer provide the bedrock of a stable, rules based international order of a sort that policymakers in this country endlessly invoke is no longer feasible. On the contrary, Trump is likely – by intent or neglect – to unleash a diplomatic wrecking ball that could plunge us back into the sort of brutal great power politics that characterised earlier periods of history.

Critics of early incarnations of US foreign policy may have to eat their words, too, as we find out what a world without a comparatively benign form of American hegemony actually looks like. For all its undoubted problems, mistakes and self interest, the US has often been a force for stability – the nightmares of Iraq and the Middle East notwithstanding.

We may also be about to find out what a less cerebral, cautious American president than the much-criticised Barack Obama looks like. The promise to “bomb the shit” out of ISIS gives a clue. Acting in tandem with Putin – a figure he admires and clearly emulates – they might reduce the rest of Syria and much else to rubble.

Alarmist nonsense? I certainly hope so. But who is going to stand up for human rights, democracy, or international cooperation in pursuit of some progressive goal? In the sort of world we may be about to enter, the simple reality is that there is no country with either the military capability or – more importantly – the political will to constrain the unprincipled, reckless use of force on America’s part.

All of this only touches the surface of the horrors a Trump presidency could unleash. It is not only Mexicans, Muslims, and minorities of one sort or another that will be anxious. The perennially skittish financial markets will no doubt have a collective seizure, revealing problems that a relatively orderly approach to economic management in the US have managed to conceal, if not correct, since the global financial crisis.

Let’s not forget that the global financial crisis was made in America, and Obama did a pretty good job of staving off the next Great Depression. Not only would Trump blame foreigners generally and China in particular for American problems, but he would also probably unleash an old-fashioned 1930s style self destructive trade war in the process.

Speaking of the 1930s, that generation of strong men didn’t work out too well either, if I recall. At least the American president of the time didn’t actually contribute to the literal and metaphorical carnage. Trump is no FDR. On the contrary, his rise, rhetoric and rationale look more reminiscent of Europe’s interwar fascists.

Admirers of the US, among whose number I count myself, may hope that political institutions and culture will have an ameliorative impact on President Trump. Perhaps they would on a normal politician, even in these highly partisan, politically poisonous times. But not Trump, I fear.

He is clearly impervious to criticism and – more worryingly – incapable of accepting advice. We know little about his advisers except that they are little known. Perhaps the Republican establishment will rein him in. But given that they, too, have also been rejected by millions of Americans and actually allowed Trump to emerge in the first place, don’t hold you breath.

What does all this mean for Australia? Nothing good, I suspect. At the very least we need to have a long overdue debate about our relationship with our most important security partner. But don’t hold your breath about that either.

Whatever happens over the next four years it won’t be boring. Let’s just hope we get through it in one piece.

On the difficulty of being a world citizen

To say the idea of world government gets mixed reviews would be an understatement, to put it mildly. Many people dismiss the idea out of hand as either a utopian fantasy or a recipe for dictatorship by unaccountable elites bent on world domination.

Even those who don’t lie awake at night fretting about black helicopters and what goes on in smoke-filled rooms packed with powerful vested interests quite justifiably worry about democratic accountability.

At an historical moment when democratic institutions around the world are suffering a crisis of legitimacy and being undermined by a rising tide of populism and xenophobia, making the case for world government is consequently getting increasingly difficult.

The most promising example of institutionalised international cooperation we have yet seen – the European Union – is in crisis and has become synonymous with dysfunction. Britain’s ill-advised decision to leave only reinforces the idea that such projects are definitively off the historical agenda.

Paradoxically enough, however, some of the smartest people on the planet continue to argue that not only is world government desirable, it’s actually a functional necessity and one that will inevitably be realised. The only question is when.

The casual observer can be forgiven for feeling somewhat confused. Even those of us who take a professional interest in such matters can succumb to bouts of acute cognitive dissonance as we try to get our heads around what we – in this case the human race – need to do to survive in a civilised fashion.

The reality is that some problems such as climate change simply cannot be addressed by isolated “communities of fate” of a sort that have come to dominate politics and governance over the last four or five hundred years.

The fact that we all live within nationally demarcated boundaries is one of the defining features of modern political life. And it determines the existential variety, too. Those born in Victorian Britain thought they had won life’s lottery – or those in the upper classes did, at least.

Even now, people are willing to risk their lives to get into “the West” with its implicit promise of affluence, peace and social stability. It’s not hard to see why.

Some would say it was ever thus: throughout history, life has always been tough and uncertain for many – perhaps most – of the human race. Indeed, it’s possible to make a plausible argument that we humans have collectively never had so good.

But this rather abstract way of thinking about the human condition is not much consolation to those living in Syria rather than Sydney. For those of us fortunate enough in such privileged enclaves of peace and prosperity the question is whether we have obligations beyond borders.

Are we obliged to care about the fates of strangers we will never meet and whose lives only appear fleetingly, if at all, on our television screens?

At one level, the answer is clearly “no”. Unless you subscribe to some sort of religious belief that obliges you to take an interest in the welfare of your fellow man or woman, no one can compel us to care. True, seeing children getting blown up night after night gets a bit wearing, but you can always literally and metaphorically switch off.

But even if we take this quite understandable approach to problems we can do little to address, they will not disappear from the world’s political agenda or even from our consciousness. The fact is that we are stuck with them.

The world really is much more interconnected, interdependent and interactive than it has ever been before. What happens in one part of the world really can exert an influence elsewhere – even if it’s only in an increasingly futile effort to seal off one part of the world from the problems of another.

It is precisely because of the global nature of many problems that some people think that world government, or at least an increasingly effective process of global governance, has to be part of the way we conduct human affairs, however unlikely that might seem in principle.

It is also becoming ever more apparent that even relatively humdrum policy issues such as taxation are becoming impossible to manage without high levels of international cooperation that transcend national boundaries.

Yet even if we accept that transnational cooperation is a necessity for achieving effective governance in everything from climate change, disaster relief, to the governance of myriad areas of economic and social life, actually doing this effectively and uncontroversially is much easier said than done.

Not only will some actors inevitably benefit more than others from such initiatives, but some states also remain implacably opposed to the very idea of anything that impinges on national sovereignty.

In East Asia where I do most of my research, states have a long history of jealously protecting national sovereignty and little enthusiasm for the sort of cooperation that characterised the European Union in its heyday.

Indeed, many in Asia feel vindicated by what has happened to the EU of late and read it as a cautionary tale of elite level hubris, rather than the most important attempt yet to transcend narrow national interests in pursuit of a more cosmopolitan common cause.

For students of international politics like me this is a real problem at both an intellectual and personal level. Part of me thinks that the arguments for greater international cooperation in the face of global problems are simply overwhelming and self-evident.

But I am also very familiar with Asia’s empirical and historical record; it has created entrenched ideational and institutional obstacles to greater cooperation that are unlikely to be overcome in my lifetime – which is understandably the principal focus of my attention.

So what should those of us who would like to see greater collaboration occur actually do in the face of such seemingly insurmountable institutionalised obstacles? One response might be to follow Antonio Gramsci who said that he was “a pessimist because of intelligence, but an optimist because of will.”

Developing forms of global citizenship, world government and a common consciousness do seem inherently improbable at this historical juncture. Believing in the possibility of change is vital, however, if only for our own psychological well being.

Trump or Clinton: who will be the best for our region?

Everyone knows by now that the current, endlessly drawn-out electoral process in the US is remarkable, even by the standards of an increasingly weird political era. The consensus is that no matter who becomes the next president, it will be bad. If it’s Donald Trump, though, it could be apocalyptic.

Despite growing concerns about declining American power and influence, the US still dominates the region upon which Australia has increasingly come to depend. Therefore, the election outcome will have potentially major and enduring consequences for Australia and the wider Asia-Pacific region.

What do Trump’s foreign policies suggest?

Even though many people have real and understandable doubts about Hillary Clinton’s historical baggage, inconsistency and proclivity for “misspeaking”, most serious analysts hope she wins. The alternative is too awful, unpredictable and frankly alarming to even contemplate.

Consequently, not many people – including Australia’s foreign policy establishment, it seems – have given much thought to what happens if Trump triumphs.

Consistency and measured reflection are not words often seen in the same sentence as Donald Trump, but it is possible to get some idea of what his foreign policy might look like. Most of it is alarming. And none of it is likely to be good for Australia.

Trump’s policies are frequently described as “neo-isolationist”. They resonate with many who are disillusioned with the supposed failings of the Obama doctrine, and sick of American involvement in seemingly intractable conflicts in places they neither know nor care about.

Many Americans are remarkably ill-informed and uninterested in foreign policy. This is not a unique national characteristic, but some of the widely shared beliefs that inform voting intentions in what is still the world’s most-powerful country are striking.

For example, the average American thinks something like one-quarter of its US$4 trillion national budget is spent on foreign aid. In reality it’s less than a miserly 1%.

Trump may share this misapprehension for all we know. Either way, he is threatening to make supposedly freeloading allies pick up more of the bill for America’s implicit defence guarantees.

What might it all mean for Australia?

Given Australians have made disproportionate sacrifices to underpin its alliance relationship with the US over the years, this is a bit rich.

Australia’s major parties seem to have a policy of not having a policy when it comes to dealing with a possible Trump presidency. The reality would – or should – force a rethink of some of the most enduring foundations of Australian foreign policy.

This is why so many of Australia’s foreign policy and strategic elites are pinning their hopes on Clinton. She wouldn’t welcome the label, but Clinton is clearly the establishment candidate and consummate insider who can be relied upon to do the right thing as far as Australia and the world is concerned.

One assumes this may include rediscovering her surprisingly lost enthusiasm for the Trans-Pacific Partnership. Her habit of being economical with the truth is one of the reasons she is personally unpopular, such an electoral liability, and no certainty to knock off the most unlikely and unpredictable candidate in recent US political history.

As far as our region is concerned, most analysts will be reassured by the prospect of a Clinton presidency. She is one of the architects of the so-called “pivot”, or shift in American strategic priorities to the Asia-Pacific region and response to China’s seemingly inexorable rise.

Whether she has the will to confront an expansionist China is the big question. Whether smaller countries like Australia would want her to is another question altogether. But this is not an issue that often gets an unambiguous airing here, despite the amount we are currently investing in military modernisation.

The prospects for Australia could be daunting no matter who wins the election. It is conceivable that Trump may follow through on his threat to demand greater self-reliance on the part of traditional allies and simply pull American forces out of the region. This would allow China to assert its dominance, and fundamentally overturn the long-standing basis of Australian foreign policy.

If Clinton wins, though, the options don’t necessarily look any more auspicious, even if they are more predictable. If the US is ever to stand up to China and try to reassert its former dominance of our region, it will have to get on with it.

If we extrapolate from here, it is only a question of time before China overtakes the US on every significant measure of great power status.

Clinton may decide it is her historical destiny to reassert American primacy, not to mention defend the rules-based international order that the US has done so much to develop – if not necessarily abide by – over the last half-century.

Under such circumstances, Australia’s nightmare choice between its principal security guarantor and its most important trade partner may come one step closer. And that’s the good outcome.

Time for a real debate about our most important relationship

While still considered unlikely, there is now a real and growing possibility that Donald Trump will be the next president of the United States. And yet, despite the fact that Bill Shorten apparently considers him to be “barking mad”, there has been almost no serious discussion about what this might mean for Australia.

Indeed, there has been precious little foreign policy debate so far in the election campaign. No surprise about this, perhaps: foreign policy is usually something of an afterthought during election campaigns.

Australians are not unique in being rather uninterested in foreign affairs, but one might have thought this time things would be different. We are subjected to a fairly relentless bombardment about the supposed threats to national security and the deteriorating regional strategic environment, after all.

One of the reasons there is so little discussion of foreign and strategic policy is that there are few significant differences between the major parties, or about the received wisdom among most of the commentariat. Whatever your views of the Greens’ policies in this area may be, they are at least willing to question the basis of a conventional wisdom that has seen Australia take part in every major conflict since the second world war.

Such a debate looks timely, given that prominent figures from both Labor and the Coalition have expressed deep concern about the implications of a Trump presidency. Even John Howard, who is now held in remarkably high esteem throughout the country, has suggested that Trump is “too unstable to hold that high office”.

One might have thought that under such circumstances, where there is a bipartisan consensus on the dangers of a Trump presidency, there would be an informed discussion of what this might actually mean for the security policy that has formed the foundation of Australia’s defence since the second world war.

On the contrary, though, Malcolm Turnbull has attempted to shut down debate by suggesting that there should be no commentary on the politics of other countries during an election.

Opening up this debate might raise uncomfortable questions that neither of the major parties want to discuss. Most importantly, does it make sense for this country – or any other for that matter – to rely so heavily on a foreign power, no matter how intimate the relationship may have grown over the years?

Australian policy is essentially hostage to the preferences of the US and the expectations that they will always coincide with ours.

The dangers of such a strategy were revealed in the disastrous but entirely predictable decision to take part in the invasion of Iraq. Not only was this a folly of the grandest proportions, but it was also one that had no bearing on or relevance to Australia’s own security.

Important lessons could and should have been learned from this experience, which might be used to guide policy now when the potential threat is even more direct and unambiguous.

Australian policymakers and commentators have always assumed that what’s good for America in foreign policy terms will necessarily be good for Australia. This always looked like an exercise in wishful thinking and a dereliction of responsibility on the part of generations of Australian policymakers.

With the ascent of a potentially dangerous figure like Trump, who even prominent conservative commentators in the US have described as a fascist, the dangers of this policy are becoming painfully apparent.

Some debates are plainly too discomfiting to contemplate. It is noteworthy that, 40 years after the end of the Vietnam War, Barack Obama has been attempting to develop a close strategic relationship with the still notionally communist government in Hanoi. Quite why two million Vietnamese had to die in the conflict, not to mention 60,000 Americans and some 500 Australians, is not entirely clear in retrospect.

One of the problems of failing to confront uncomfortable realities in the past or the present is that it becomes impossible to learn potential lessons and adjust policy in the future. Vietnam and Iraq look like entirely avoidable and pointless conflicts from this distance, especially for Australia, which was not threatened by either country and had little to gain – other than the good opinion of our notional security guarantor.

But it’s an odd sort of security that involves the continuing expenditure of so much blood and treasure to ingratiate ourselves with another country. The potential folly of this policy could be demonstrated by president Trump, who has nothing but contempt for loyal allies that are judged to freeload on American power.

Outsourcing responsibility for foreign and security policy is not wise at the best of times. There is undoubtedly much to admire about the US. As hegemonic powers go, things might have been a lot worse. But the time has come to have a mature debate about our relationship with the US and the world more generally.

There is potentially much that Australia could do as a creative middle power in conjunction with regional partners like Japan, South Korea or Indonesia. However, until we have an independent policy position on critical foreign and strategic policies that affect this country, the chances of such initiatives coming about look remote.

Our collective nuclear nightmare

Some things never change, it seems. For my entire life people have been protesting about the madness of nuclear weapons. Policymakers have been studiously ignoring such protests for just as long. Not only have the bombs remained unbanned, they have also proliferated and become bigger and “better”.

To Barack Obama’s credit, he has at least tried to do something about a threat that still puts all the others in the shade – if that’s quite the way to describe global warming.

The prospect of what is euphemistically known as “nuclear exchange” between any of the major powers may still be remote, but it is not unthinkable. The possibility of accident or miscalculation remains all too real, as do the possible consequences.

The recent Nuclear Security Summit that Obama hosted illustrated both the difficulty and the continuing necessity of achieving something. The talks were conducted against the all-too-predictable backdrop of North Korean provocation as it took the opportunity to test a new missile in defiance of US sanctions and Chinese irritation with its increasingly unpredictable ally.

In this context, the potentially valuable bilateral talks between the US and China, which might have been used to put greater pressure on North Korea, were rather overshadowed by their own unresolved problems. The increasingly fraught manoeuvring in the South China Sea has the potential to result in actual conflict – despite this being the last thing either side actually wants.

Even if this were to occur, it is still unlikely that it would escalate into a potentially suicidal all-out-nuclear clash. It is not out of the question, though. The Cuban Missile Crisis serves as a reminder of how things can potentially spiral out of control. It is hard to imagine China backing down and losing face in its own backyard even when threatened with possible nuclear annihilation.

The logic of nuclear deterrence suggests that the US is increasingly unlikely to risk such a standoff developing further. The Chinese have developed a new generation of intercontinental ballistic missiles capable of carrying multiple warheads and hitting targets anywhere in the US.

This sort of military modernisation makes the prospect of conflict less likely, the argument goes, as the US will be deterred and China will be reassured about its comparative strategic status.

Never has an acronym – MAD – for mutually assured destruction seemed more apt – to the neutral observer, at least. Some theorists of the harder-headed variety believe on this basis that proliferation will actually make the world a safer place as each country will be deterred by the prospect of their own demise.

The gun lobby in the US uses a not-dissimilar argument. We know how that’s working out.

The US itself is planning to spend an estimated $1 trillion on modernising its own nuclear arsenal over the next three decades. The Obama administration has begun a process of developing more “flexible” and smaller weapons that can be attached to cruise missiles or used to attack very specific and – in theory, at least – limited targets.

Whether potential targets will feel reassured about the logic of that development is another question, of course.

Scary and unsettling as all of this is, it is at least occurring in the world of supposedly “rational actors”. Countries, even the likes of Iran and Saudi Arabia, are too sensible and concerned about their own survival to risk triggering an apocalypse, even with their bitterest foes – or so the argument goes.

Even if that claim is true of states, it looks like wishful thinking on an epic scale to believe it of the growing numbers of non-state actors that would like to acquire a nuclear capability of some sort too. Not only is the apocalypse a seemingly welcome prospect for some religiously inspired zealots, but they don’t actually need much in the way of technical sophistication to gatecrash the nuclear club.

“Dirty bombs”, or radiological dispersal devices as the cognoscenti know them, ought to be the weapon of choice for any self-respecting suicide bomber who wants to go out with a bang. Dirty bombs potentially combine radioactive material with conventional explosives and would have a major impact if detonated in a major city.

Conventional explosives are all too easy to acquire. Given there have been literally hundreds of recorded incidents of nuclear material going missing since the end of the Cold War, it is only a question of time before the ingredients come together in deranged hands. The only surprise, perhaps, is that it hasn’t happened already.

If the seemingly inevitable does happen and our worst collective nightmare comes true, what will the response be? It is reasonable to predict that in the event of say New York being targeted again, even a cautious and cerebral figure such as Obama would unleash the full might of the American military in response.

If Donald Trump is in office, rationality is likely to be but the first of many casualties.

Demagoguery the American way

Is it time to think the unthinkable? Could Donald Trump actually become the next president of the United States? He already looks a certainty to become the Republican nominee – something not many pundits were willing to concede until recently. Unfortunately, as Trump might say, he is “winning, winning, winning”.

Nevertheless, the conventional wisdom is still that he’ll ultimately lose badly to Hillary Clinton when Americans come to their senses and recognise the danger a Trump presidency presents to America and the world.

But will they? Are there sufficient numbers of Americans who feel angry, alienated, disenfranchised and unhappy about America’s declining fortunes to actually make Trump the most powerful man in the world?

It would be unwise to bet against such an outcome in the febrile political atmosphere that has affected polities across much of the world. One might have thought the times were made for thoughtful political leaders recognised the complexity of the current international order and who were doing their best to come up with politically feasible practical responses to difficult challenges.

One might be wrong. The diminished political stocks of Barack Obama, Angela Merkel and Malcolm Turnbull are painful reminders of what happens to political leaders who cannot articulate a persuasive case for complex, potentially difficult policy. “Cutting through” is more important than policy credibility. Only connect, as E.M. Foster might have put it.

Whatever qualities Trump may lack in experience, judgement and knowledge of the world, he clearly does have an ability to connect with large numbers of “ordinary” Americans. As he points out himself, much of his support comes from the poorly educated and marginalised, who are the tragically ironic product of the very system he disowns.

Yet Trump is also a product of the increasingly polarised, poisonous and partisan politics that has come to define the US of late. It is not simply that the American political system has become synonymous with gridlock and dysfunction, but that there is no room for the sort of compromise and negotiation that is – or ought to be – the very essence of politics, especially in a democracy.

The fight over the nomination of the next Supreme Court justice is a telling indicator of just how politicised key elements of the American political system have become.

In this regard, the Republicans only have themselves to blame. As the conservative commentator Robert Kagan points out, Trump is a direct product of the vicious, uncompromising approach to politics that has characterised the Republican Party over the last few years.

Belittling and politicising the key institutions of American government, to say nothing of their political opponents, has had a predictably corrosive impact on public confidence in the existing political system.

Those Americans who have become so enraged with the behaviour of “Washington insiders” have a point. The political system really has become dominated by powerful lobby groups, and it really is possible to buy influence and shape public policy to suit private corporate interests. The rise of Bernie Sanders is a refection of the widespread disenchantment with the status quo and the desire to do things differently.

Trump’s even more rapid rise is a reminder that political dissatisfaction and alienation will not necessarily result in the adoption of “progressive” values and causes, much less reform of the very institutions that caused so many problems in the first place.

This is one of the reasons that a Clinton triumph is not assured. She is the consummate political insider and partly responsible for the increasing divisions of wealth and opportunity that have created an opportunity for Trump. She is plainly closer to Wall Street than Main Street, to say nothing of the millions with a stake in neither. Demagogues, at least, can prosper in such circumstances.

Trump is an odious popinjay with astoundingly abhorrent and dangerous views he makes little effort to conceal. In this regard, at least, he is authentic: what you see is, regrettably, what we may all get. Will Americans rediscover their self-declared historical mission as a bastion of liberty and enlightenment? Don’t bet on it.

The crowds of Trump supporters shouting “USA, USA” at his rallies probably don’t read the Federalist Papers in their spare time. True, it’s not “Sieg Heil” and the Nuremburg rallies. But as the Americans might say, it’s in the ballpark.

Condescending? Alarmist? Let’s hope so. The alternative doesn’t bear thinking about.
